I guess you don't understand that humans giving it meaning has nothing to do with the developmental age/period of someone.

Outside of our solar system, our measurement of a year means little, because the universe does not revolve around our sun. The universe has no seasons or similarly revolving clock or calendar; it's more or less one infinite day. But that child would still be the same physical age no matter where you put them in the universe.
