Yes, electric fields exist in a vacuum. The heat from our sun is electromagnetic radiation that travels for about 8 minutes through the vacuum of space.

Yes, arcing in vacuum is an example. If sufficient voltage is applied and the electrons acquire sufficient energy it can jump. In Vacuum tube electron beam is achieved due to lack of air (air will absorb the electrons and get ionized. So all air are pumped out)
Now, coming back to your question as electron can flow or jump in vacuum which give rise to electric field around it.
