Travel during covid-19?

If I travel to the Philippines and my flight has 3 stops will the stops be the same amount as the typical stops an hour to a few or must you stay in that city for a few days? Example being 
Flight to Philippines
Stop at Japan
Stop at South Korea

I ask in terms of quarantine. Must each and every person stay in quarantine in different locations depending on their restrictions? How does the travel work?

The stops are the same transits as before the pandemic. You don't have to stay in country for days.
