Why is there a massive CPU and GPU shortage?

There is a massive shortage for AMD CPUs and Intel CPUs. There also massive shortage for NVIDIA GeForce RTX 3000 Series and AMD GPUs. And also the new consoles like PS5 and xBox.

One it raises the prices and two it's all made somewhere else now and 3 free market economies do things that manipulate the prices though none of it is sustainable and fails leaving few choices and only one inevitable outcome...
