What do we mean when we say it will help but by no means won't solve the problem? Give me an example.?

You have a double negative there, with "but by no means won't solve".
It will help, but it will be no means solve the problem.

It means that whatever was suggested will relieve the problem to some extent, but it won't solve the problem completely.

Suppose you have a bad back. The pain is unbearable! Now pain killers and help with the pain, but they cannot repair your back.
