The rate is halved when [ICl] x ½ so the rate is proportional to [ICI] . first order
if the rate triples when [H2] x 3 the rate is proportional to [H2] . first order

rate = k [ICl] * [H2]

overall order is 1+1 = second order

if both [ICl] and [H2] are doubled the rate * 4 

if [ICl] is tripled and [H2] is cut x ¼  rate * 3/4
