This has nothing to do with Biden and everything to do with weather.  Refineries in Texas shut down due to the winter storm.  This led to a drop in supply, which has combined with a spike in demand due to vaccinated people resuming travel.  It's temporary.

You might try reading your local newspaper or watching your local news to learn about issues like this.
