Yes. Harboring a vicious dog is against the law. Could mean jail time for the owner.

• "If a dog kills someone, is it always the owner’s fault?"
As [Donnie], [ZacSinc], [Jojo], and [Michael] told you, it isn't ALWAYS the owner's fault.
As you are too cowardly to display the username YOU chose for yourself, we can't access your "About me" (IF you have actually typed one to tell us your birth-YEAR, nearest TOWN or city [include the nation or state if more than one place in the world uses that name], the things about yourself that you are proudest of, and the topics that interest you most), we have no way to tell WHERE you are and what LAWS apply there.
I would expect SOME parts of the world to blame neither the owner nor the dog for attacking an intruder to protect the family or the owner's property.
None of QE2's Corgis was punished for biting members of the Watch outside whichever castle she was living in at the time - although I'm pretty sure that none of them actually KILLED a Watch-member or a sightseer.
But so much of the world is unfit to live in that there are sure to be MANY places where the owner is arrested & either imprisoned or heavily fined, and the dog killed for its loyalty. But there is no point in us GUESSING which part of the world you nervously hide in with an (illegal?) tall-magazine pistol under your pillow and a large, hungry dog in each room. So we cannot KNOW & explain what your local law is.

Almost.
One exception would be "house dog kills home invasion robber."
Donnie Porko
Yes unless it’s a home invasion or property invasion. If a robber tries to rob your house and the dog kills him, then it’s the robber’s fault. You were only defending yourself.
If your dog kills someone who was in your house legally because you invited him in, then it’s your fault. If your dog kills someone in a community area (like the hallway in an apartment complex) then it’s your fault.
