In THEORY nothing happens because it's a perfect resistor with infinite power dissipation, infinite current handling and insulation.
In the REAL world at some point the resistor smokes or the voltage gets high enough to arc across it.
And i know it because i am a electronics technician with decades of experience

R is constant and V'/V = I'/I
