Is it normal for a plumber to put a wood board in place of an access panel?

He had to cut the drywall to gain access and put up a wooden board instead of an access panel. Is this normal practice for plumbers to do that?  I thought he would have installed an access panel instead of a wood board. He said it will look nice once I paint it to match the wall.

using a bit of plywood instead of cutting wallboard to fit is pretty much normal.  Lots faster and you're paying him by the hour

It is not unusual.... probably more common than not.
I would venture to say that about 80% of all accesses I see are a wood board.
