To reiterate what Melouofs said, you can't require people pay money to vote.  Further, flying isn't a constitutional right, voting is.

And if someone came up with a free ID that was easy to get for legal voters, you can bet republicans wouldn't pass it, as their intent isn't election security, as many republican politicians have stated when they said the quiet part out loud.

Voting cannot cost money. Requiring an id that costs money means there is a fee to vote. Not allowed.
