If I've made an effort writing a good answer and find it won't post it's annoying, but that's Yahoo's fault and not the asker's, you used to know if you are blocked because instead you got taken to a "cannot view at this time" page, so no, I would not report just for that reason. Blocking is only like you move away from someone you don't want to talk to in real life, not everyone wants to talk to me.
