How do I make an electronic circuit to digitally perform arithmetic division.?

I wish to time the period of a cycle and then use the formula: 3600/period equals the cycles per hour. I asked a similar question earlier and miscategorized it.

Update:

The cycles per hour is a slow frequency. The formula is cylcles per hour = 3600/(seconds per period). Ex: 900 pieces per hour = (3600 seconds per hour)/(4 seconds per period).

    Instead of timing the period you can time the frequency by designing a counter that operates for 1 with your input applied to the clock input of the counter. Then you can multiply the number of cycles in 1 second by 3600.
