You are covered under your parents policy until you get your license. You may want to try getting a quote online to find out how much you are going to have to pay when you get your license.

You do not need to have your own car insurance when you just have a learner's permit. You are automatically covered on your parents policy. The minute you get your license, you must be added to their policy or buy a policy of your own. You can call your parents insurance company to verify this, but this is what the companies have always told me and I taught 4 teenagers to drive.

Since buying insurance involves signing a contract, you have to be at least 18 to get your own insurance. It's much easier to be carried as a rider on your parents policy.
