Better is kind of a relative term, but here are a few other alternatives to IE that are generally touted for having better security and in some cases speed than IE.
Firefox
Opera
Konqueror
Keep in mind though, most websites cater to IE so not all webpages are going to render correctly in non-IE browsers. Out of all of the choices that I suggested, Firefox definitely seems to come closest to rendering pages like IE. You can download Firefox from www.mozilla.com.

Personally, I'm a big fan of the Mozilla Firefox browser, located here: http://www.mozilla.com/en-US/firefox/
Firefox has quite a few features with it that you won't find in IE. It's also supposed to be a little more secure.

Any browser is better than IE... er, except AOL.
