I use Smelt allot in Michigan I use mainly frozen smelt fished behind Spin 'n 'glows (hand tied for depth control).Use circle hooks large enough for the size of bait you're using.This rig has caught me plenty of fish and a wide variety. I recently caught a 27and 1/2" Steel Head on this rig.I catch Walleye,Pike,Muskie,Cat Fish, Small Mouth and Large Mouth Bass,even the occasional Carp.It works great with live bait also just use smaller Circle Hooks and put the hook through the nose of the bait and you're all set. Just remember not to set the hook just apply steady pressure because the Circle hook sets it self and almost always in the corner of the jaw doing little or no harm to the fish if you want to release.GOOD LUCK and KEEP FISHING!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Similarly to what redwingnut said...you can take a needle with strong monofilament line and run it through the eyes of the smelt. Tie the line onto a circle hook the size of the smelt you are using. Be sure to point the hook downwards.

use heavy line, a good size hook, hook the smelt behind the back, put a big bobber about 2 ' above the bait, cast out and wait for a big muskey the bite. i have thebest luck right before sundown
