You are both silent for most likely the same reasons. However, you shouldn't be confused. More like speechless.
Ask about her life and talk about your own. Talk about memories, facts about yourself, and open up in terms of body language as well. Don't be stiff and not move. Try to feel natural and comfortable around her. If that doesn't work, try treating like a friend at first and don't think of her as your girlfriend. Things should pick up if you can think of her as a regular friend first.

look, she's just probaly nervous or shy, so don't make things even more akward by not saying anything. OPEN UP to her, make small talk if you have too. Ask about her interests, or if something is wrong in your relationship, than bring it up instead of keeping queit. work it out, =] gud luck!

Do you know everything about her? Do you know what she likes or dislikes? Do you know what her favorite food is?
If you don't know the answer to this or anything else, than that means you can get to know her.
You dont have to say smart things or funny things. Just try to get to know her more than you have. Relationships are about getting to know one another. Talk to her about life.
Good luck
