    Your sister is misinformed, there are no countries in Europe which allows marriages at that age. Switzerland is no exception.

    The link sets forth a variety of examples but the legal age for marriage is 18

    nowhere in Europe it's possible to marry at 13. 18 is the legal age. sometimes, with parental permission 16 y.o. can get married.

    tell your sister she needs counseling. no one should be married at 13 even if it were legal.
