For a Malaysian traveling, it would definately be Sabah or Sarawak, but mainly Sabah, and this is why:
1. Sabah has almost a totaly different culture/country to the rest of Malaysia so for any Malaysian basically wanting to go overseas (literally), he/she can go to Sabah.
2. It's got a ton of things you can do, too many to be bothered typing about but the common ones are the Islands,Orang Utans, Mountain, White water rafting etc.
3 and the best thing is you don't have to listen to that annoying west malaysian accent that pronounces its a's at the end of a word as e. eg. lah / lerrr , kita / kiterrr .
To Jagoh : We are friendly people, in fact som eof the friendliest in the world. We don't trust semananjung bosses or politicians, we don't mind semananjung tourists and we like to show them our beautiful country and that we don't live in trees.

I loved my stint in Sabah and Sarawak. I have done the full circuit of all the big and small towns in both places on a repeat basis. Fabulous people there, unlike ..ok ok wont mention . I got along famously with the locals, no sign of the so-called distrust for Semenanjung folks that I heard so much of.

You should state your interests first.
For historic sites:
Melacca/Melaka. All the old buildings, the Portugese quarter, the museums, the antique shops and so on.
Penang. George Town still has plenty of history to see but hurry as the developers and council seem bent on obliterating the past & new development is in danger of erasing the atmosphere that is Penang. Batu Ferringhi is still worth a visit as is Penang Hill.
For ethno-tourism:
Sarawak. Go up river and visit a long house. See pepper from the plant through to the peppercorn (white, red green and black). Kuching is the best city in Malaysia (sorry to the others but I think it is right). It regularly comes second in the cleanest city in S.E Asia competition. It looks and feels like a well cared for city & is obviously loved by it's inhabitants. The riverside area of the city makes a lovely walk & Chinatown is quaintly picturesque. There are also nice parks and the museum is ok too. The little ferries across the river are a must try experience too. Make time to visit the Orang Utan sanctuary whilst here and also the cultural village in Santubong (I confess I have not been to the cultural village in 10 years, so I don't know what it is like at the moment).
Selangor: Go visit the Mah Meri on Carey Island. Their wood carvings are absolutely amazing. They use a very hard wood (something like Batu Nehry - maybe someone can help me here?) which allows them to achieve very fine carving with plenty of detail and such a shine too! They carve based on inspiration gained from dreams (and often repeat the more popular ones, but why not?). If visiting Melaka you can pop up the coast to Pulau Carey without too much trouble or if arriving in Malaysia via KL, spend a little time in the Klang valley before or after seeing other areas. Afterall, you cannot visit Malaysia without seeing the Petronas Twin Towers in Kuala Lumpur.
Beaches:
Sabah:- home to one of the best dive sites in the world - Sipadan. Pleanty of other wonderful dive sites too. Sabah also has Mount Kinabalu - nearest natural ice to the equator in the world. There is also the Ranau hot springs at the base of Kinabalu - lovely place to relax. Also, drive through to Sandakan & drop in at the Orang Utan Reserve at Sepilok. Well worth a visit.
Terengganu: The beaches here are great but watch out for rip tides - can be bad at certain times. Go visit a turtle hatchery but best of all (in my opinion); go to the islands. Pristine beaches and wonderful diving. Even just snorkling you can find turtles as well as a multitude of other colourful sea life. It is great & since it is not too far from KL (home these days), my personal favourite.
There are lots of other lovely places to see in Malaysia. I have travelled through all 14 states since I arrived in Malaysia some years ago & whilst I would not want to spend more than a few days holiday in some states, there is something to see everywhere you go. I have seen padi (rice) growing in Perlis that was so bright you would swear it was artificially lit from within (it was so bright it messed with my camera settings). Perak has wonderful forests. Kedah: Karsk outcrops that seem to have exploded out of the padi fields. Pahang: Sg Lembing (ex-tim mining) is like a time warp. Lovely experience. Johor: Has to be Endau Rompin (ok, straddles Pahang border). Kelantan: Quaint villages, good beaches, good shopping. And finally, Negeri Sembilan: Minang Kerbau architecture in quaint villages and pleasant drives along tree shaded roads.
Since I like diving, my answer has to be Terengganu in the short term and Sabah for Sipadan sometime, don't know when.

Definitely Sabah...
In love with the white sandy beaches, the clear blue waters, the ocean treasures corals and fishes.
Secondly Sarawak...
The jungles and its habitants are magnificent.

my favourite is terrengganu for its beaches. Perhentian is absolutely magnificent. especially on Pantai Ppanjang. Another great destination for beaches is the Pangkor Laut Resort. Man, that was heavenly!
For shopping, its gotto be KL. no other place in Malaysia has everything under the sun...just say it and they have it!
all in all, Sabah is still the best place to go for nature hike. still green, still untapped.

I've not been to Sabah & Sarawak. :(
But of all the states in Peninsular Malaysia, I find Pahang has the most to offer. It has beautiful islands, P. Tioman, for one. It's also home to the oldest rainforest in the world, Taman Negara. And its star attraction, Genting Highlands for those who enjoy cool air and wild rides.

Kuala Lampur of course. in case you're making plans to bypass to it, be sure u take ur procuring bags. there is plenty to make certain and do in Malaysia. I had a chum who travelled there for a convention and additionally controlled to get dental surgical treatment executed. Its particularly inexpensive and low-fee.

Penang for its easy slow paced life which has gradually taken on a faster track these days due to lots of development.
Pahang, just for Genting Highlands.
Selangor, just for Kuala Lumpur (Federal Territory) only.
Other than that, I do not know.
