How would I go about getting the state of MA to make consumers pay a deposit on bottled water?
The same way cans & bottles of carbonated beverages & beer already are.

The biggest challenge of getting any state to enact redemption laws, is by overcoming the objections of the retail lobbyists.
Your district representative can help you with the process of introducing a redemption law to be brought before the State and House sub committees.

Just forget about it, it's a pain in the neck. Maybe if cities would make the tap water fit to drink we wouldn't have to buy so much bottled water...why don't you start there?

Don't waste your time. We tried that years ago and it was such a pain we repealed that law. You would be better off trying to change bottled water to bio-degradable containers. IT is better for the environment and is cutting edge tech. that will make good jobs not just feel good laws.
