CALIFORNIA BUSINESS AND PROFESSIONS CODE 4140. No person shall possess or have under his or her control any hypodermic needle or syringe except when acquired in accordance with this article.

Sentence could be up to one year in jail, but is typically met with probation and court costs.

You sure are sue happy. I believe you asked for a report but for the wrong reason. The officer will not take a report so you can sue a company civilly. He has to take the report because someone is using your identity to obtain services. Go back when a different shift is working, explain to the dispatcher or desk Sgt or whomever you talked to that you need to file an identity theft report. Also, go to your states attorney generals website. There is tons of info on how your state handles id theft. DO NOT mention anything about a civil lawsuit to a cop. We don't care and don't want to hear about it. We deal with criminal, not civil.
