It is most likely a fan made website. WWE talent are usually not encouraged to have personal websites like dotcoms or blogs to help keep privileged information from being made public.
Any personal website is usually merged with and/or redirects you to WWE.com, which this site does not. It is also extremely unlikely that, in the midst of these cryptic messages, that such a blatant and obvious connection would be placed on a site belonging to him since it would expose the whole thing.

The site is closed. The person who closed it decides to make fun of it, and puts stuff like "hahahahaha" and "savior_self" etc.
