photo programs?

i was wondering if there is a freee editing program for pictures one that you could add effects to and change colors in certain areas or something like that

    Yes there is. I assume your a beginner so I'll describe a program which can suit your needs.

    GIMP is a great photo-editing tool for the advanced and novice alike. Not only does it allow you to add fascinating effects, but it does other things to: from cropping to merging, this is a great software. In contrast to Adobe Photoshop, the best illustration software (according to Download.com), GIMP has many similarities with it too. And what's best - it's free.

    I suggest going to Worldstart.com, and click on homepage. Then on the right you'll see Computer tips. In this window are Photo & Video tips, which have some programs for free for this.

    you could try Gimp (yeah, I know..), it has many effects and other features but can be a bit troublesome on some Windows PCs
