What is a "declaration of Anarchy" (sic)?
Either you have anarchism or you don't. If you have an institution powerful enough to declare whether or not you will have anarchism, powerful enough to choose anarchism or not-anarchism for others, then you have a state, not anarchism.
Anarchism has to come from below. It has to make the state meaningless, and that means the state can't declare anything meaningful. Anarchism can't come from above.

Since the second is impossible, as no government could or would do that, obviously the first. A Libertarian like Ron Paul might try and do that, but it would simply become the kind of Gang Violence they have in Iraq (where they did try to do that)
Of course actually enforcing the Constitution might be a better thing than the fact that it is not enforced now.

I don't favor either but number 2 would be worse given the choices.
I have been to Eugene, OR and seen Anarchy and it's not pretty.
