There's a limit of questions that you are allowed to ask and answer for the level you are on. This explains it.:)

your LEVEL determines how much of any activity you can do here. Check the allowable tables to find out what you can do at YOUR current level, and answer many more questions to increase your level to get better privileges.

to get a new user use to the site as it does take awhile to learn the format,
also the rules and not to get violations
