You can't change other people.
If the friend isn't that concerned about their career, there's nothing you can do about it. They get to decide their own priorities for themselves.
If they complain about their career being stagnant, then you can point out to them that going far takes working at career development.
But if that's not what they're going to do, you can't force them.
