I.e., all assets/debts including all governments, organizations and individuals.

If you do take the net monetary wealth, then yes America is richer because it is much more bigger and has more natural resources.
Net Monetary wealth of the whole world is never calculated because it is of no significance and importance to anyone.
Your question is not clear, but as far as I can make out, the per capita income is the total national income divided by the population of that country.

I do not see what you are aiming at...
I can tell you one thing, which is what i heard and it makes sense.
Median(not average, median divides into two equal halves) accumulated wealth is higher in EU-15 than US. This seems to make sense... considering that most wealth in US is accumulated at top.
Also, take into account min us salaries, 5$ is a laugh in Australia, western europe etc(it's 10$+ there PLUS health coverage, vacation etc.). Add to that that Americans mostly live on debt. It's Europeans, japanese and other who lend them money(because they can SAVE money and live).
In any case, i left US because it's socially screwed-up country,
social system is shocking... living standard is high for some, but many are literally scraping for food, HI etc.
Welfare countries have MUCH higher living standard than US, even those with lower per capita GDP. As i said a hundred times, per capita doesn't say anything about tuition, HI costs, childcare etc. which can easily put you in month-to-month debt in US.
Yeah, goods and services are not expensive in US, but break a leg when you lose your job and you'll see how ****** up US is.
I met diabetics and others who can get no HI at all... now there's some "special pool for them", but it's something like 2000+$ for many per month. Companies are dropping health coverage, because it's too expensive. More and more beggars... in a "rich" country, many people are "food insecure". HI company can refuse you anythign they want...
doctor says- do this test, HI says no- well, you "pay" for it yourself.
A few x-rays, few tests can cost you MORE than entire year salary!! No money? We're sry, go screw yourself... ****, even countries with less THAN half per capita GDP insure all citizens.
Highest living standards, by far are those in Western Europe... US lags by lightyears. Rwanda, is, of course- a poor country compared to any of these.
