How do some stores sell clothes from other chain stores? What are the legal issues associated with this?

I am wondering what the best approach would be to buy & resell name brand clothing.

    buy wholesale for the manufacturer or if you are small buy "seconds" that is what tj-maxx or marshalls does, try on line and pick the designers you like, you will sell it better if it is something you will buy. try wholesalecentral.com. Knock off hand bags and sun glasses are really easy to find
