How do I run a multinomial logit with changing availability in SAS?

I need to assess Resource Selection Functions in SAS. I've seen in done with both Polar Bear Data, I believe in Arthur (1996). Manly (2002) cites the tecnique, but I need some code examples.

    . Maybe the 'whitePaper' site will help. I couldn't Open the pdf. file.

    But I don't think you can access any code without being a Registered Member of the Institute. imho.
