Do you know if the pump is activating? Get your ear near the pump and have someone try and turn it on. You should hear it activate.
If it's activating and it's still not working, either the pump is broken (and in that case you may be able to hear something wrong with it) or the lines are blocked.
Oh, and you may think the hoses are fine, but on some cars they can get pinched shut when the hood is closed. Make sure that the hose isn't someplace where pressure could be applied when the hood is shut. If it is, reroute it. (I had this problem on my 92 Accord. It was an easy fix, but a tough diagnosis.)
A new pump shouldn't cost more than about 40 dollars even if it is built into the tank. More like 15-20 if it's separate. They're easy to install, too.
If the pump isn't activating at all, you should check and see if the switch is working. I'm not 100% sure this will work, but I THINK if you put an ohmmeter on the wires that lead to the contacts on the pump, and then turn the switch on, you should see the needle move if the switch is good, and not move if the switch is bad.

check the fuses also. And if you turn on the washer and can hear the little pump whirring away then maybe the little holes by the wipers are plugged up.
