Punishment implies retribution, repayment for something they did wrong before.

Persecution requires no prior fault on the part of the person being persecuted.

Punishing a person for something they may have done wrong is acceptable. It shows morals and standards for the person being punished. If it's wrong it should be reprimanded! Persecuteing a person is totally wrong, unforgivable!! Showing know ethics, morals, or standards to the person you are persecuteing. Someone who is persecuted will never forget or forgive. It is not in our power to persecute!!

A persecuted person is a victim of blame. A person being punished is supposed to deserve it.

in my book persecuting is a lot stronger than punishing. For instance, a person is persecuted by dieing for a crime they committed...while a person who is punished is just put behind bars.

You punish someone for doing something wrong. But when you punish someone for doing nothing wrong at all then its called persecution.
