How to build an interactive website with large legal database in india?
I want to build a website which is interactive, contains large database of all laws and judgements of High courts and Supreme Court of India. How to build and manage it. I welcome suggestions and advice.

For the database there is Mysql which is free, and used for large companies such as Yahoo.
The interaction could be any language. PHP is popular and easy to use.
I'm afraid that no one can teach you how to build the database or to teach you a programming language in this answer.
I would lookup php and mysql. You can also go to www.apachefriends.com for XAMPP. This is easy to install which has the server you need (apache), plus the PHP and Mysql.
Plus there are enough tutorials around to get you up to speed.
If you seach bitorrent for documents on mysql / php you will find a lot.

May be you can contact a web designer
You can find many web designers at websites like http://indianfreelancer.net/ , you can just post your project at the website and let many web designers bid for your project.
You can hire whoever you like.
Do not pay any money afront however.

There are bunch of software which will help you to do this but of course the question is if you have knowledge of using such softwares. To name a few: Dreamwaver, Flash, Ms Publisher...etc.
