I work as a vet tech and can tell you it is very important you take your cat to the vet immediately. If this has been an ongoing problem since birth, he may have a neurological problem going on ie seizures or something else. It could also be a bad ear infection. Your vet will NOT put your animal to sleep without your consent. They are here to help your animals, never to unnecessarily put them to sleep. It is far better to find out what is going on with your pet, then to let him suffer. Even if it may not seem like your cat is in pain, they cannot speak for themselves and we have no way of knowing without proper medical attention. please take your cat the vet, and I hope everything turns out allright for you and nono.

The Vet's can not put your cat to sleep without your consent. Also, if he seems ok otherwise, than I wouldn't believe it to be life threatening.
He may have a ear infection or ear mites, problems with the ears can cause a head tilt or shaking the head.
It could also be something neurological.
Get him to the Vet asap, the longer you let it go the worse it can get.

The problem might not be with his neck. It might be simply that he has ear mites, a very easily treated problem. Please take him to the vet.
Even if he really does have a serious problem, you wouldn't want him to suffer, would you?
