Does a 22 inch Flat panel need a graphics card upgrade?
I got a 22 inch Envision flat panel monitor for Christmas and it seems to load slow at times. My system is a Pentium 4 2.8ghz with 512 RAM. I have the stock installed graphics card from Dell( I'm not sure what it is). Should I upgrade? to what? and is it as easy to install as RAM

The easiest way to look at this question is, Does you graphics card run the new monitor at the resolution you want it to. Next does it play video and\or games smoothly for you at the desired resolution. If the answer to both of these are yes, then your graphics card is doing a good job for you. If the answer to either or both is no then I would consider a new card. The ram yes I would upgrade to a least a 1GB and even 2 if your computer is capable. Hope this helps. Good Luck

The speed of the system boot up is not affected by the graphics. If you do heavy gaming and hate the choppy graphics, then you should buy a GF graphics card. Make sure that your motherboard has a PCI-E 2.0 x16 slot. To check if you do, go to the manufacture website and look for the specification.

Yeah, a new monitor does not need an upgrade, but if you want to upgrade your graphics card (or in your case, add a graphics card - your graphics are probably onboard the MOBO) then it's fairly easy to do.
