Where can I get certified to translate? I speak Arabic (non-native).?
I live in Virginia. I tried a couple of translators' groups, and they all seemingly require a Bachelor's before they will even let me apply for testing, and I just have an Associate's+.

For certification, especially for government work, you will need that 4-year degree. Once you have it, there will be a lot of work for you and it is well paid. Going back to school will be well worth your while.
However, you should always translate from Arabic to English, not the other way around, since your Arabic is non-native.
