How come every time i shave....?
my pubic section i break out down there? i know it happens the first couple times but its been like 5 or 6 times now. what do i do??

I think it could because you're not doing it right. There are many ways to shave your pubic section.

Apparently you are keeping or attempting to keep an area clear of hair. I do not shave completely but certain areas and trimming or shaping. I broke out most from a couple reasons... Using a dull razor, (I've found as many as half a package of disposables too dull. I test them on my face now); shaving dry, (definately use soap or a shaving cream or gel when possible). Take your time and shave with the hair the way it naturally lays with the first stroke then the opposite way on the next and then do touchup. If you have hair that is long trim it short first. Don't over shave! You can over shave an area by running the razor across the same area too often. You can get 'razor burn' and/or break out in bumps that hurt and/or are itchy.
If you choose to shave parts of your body it takes time for your body to get used to it and everyone is different. You have to learn how often each area should be done, (Pubes, definately not daily.), and the techniques involved in doing each area safely and as irritant free as possible.

dont shave it. not only is it a very sensitive area, but dude. why bother?
