Absolutely - but do not go for a second BS. Go directly for a Masters in Economics.

The undergrad in Math will be a solid foundation and more than prepare you for a Masters. You would take a solid step backwards if you went back for another undergrad degree.

Mathematics and economics are very strongly linked, and I would imagine you could pursue an economics degree without any hassle. Your best bet is to go to speak to your tutor, or someone equivalent at your university to ask them about it.

Yes, why not? You can go get a second BS. Most people don't want to do this because they rather just work. So, if you want to and have the time, go right ahead.
