You should invite only her closes friends and go to the mall and surprise her and go shopping. or when i was 12 i had my friends go to the mall and we made a silly shopping list gave each 15 dollars to buy all the stuff on the shopping list. then we went home and put everything on and laugh as we put on a fashion show for my family, then we hung out and watch a movie till we all fell asleep.

Why don't you suggest going to her favorite restaurant for lunch and having a table set up with balloons/cake/her friends when she gets there. You can eat at the restaurant and then maybe go to the movies/bowling/swimming.... The possibilities are endless. The real fun will be the surprise. Just be sure to plan this well.
