If I do this... Will my data be lost?
[I am on a different computer] First of all, whenever my computer boots, it boots to a screen that notifies me that Windows did not start properly and gives the choices to start in Safe Mode, Last Good Settings, Normally, etc... However, all of the choices fail and restart the computer, returning to that screen. Looking up remedies for this, I found that I should do a repair install using the retail Windows XP CD... After getting to the set up of the repair install.. It notifies me that "Setup cannot find a previous version of Windows installed on your computer. To continue, Setup needs to verify that you qualify to use this upgrade product." Sounds familiar, I had to do this before to get this computer up and running after a hard computer crash and all data was lost. However, I wonder if I do install [not repair install] Windows on the computer if it will delete the files currently on it... If I do install Windows on a computer with Windows already installed, would I lose all data?

Yes, installing windows is in fact formatting the drive. You will lose all data. Are you sure you did a repair and all files are lost? Repair only copies the system files and will not interfere with your data files.
Anyway, to be safe, take out the hard disk, set it as slave and plug it into another computer. Copy all your files to that computer, set it back to master and do a clean format on this hard disk. Then set it to slave again, plug it back into the backup computer and copy back your files. Don't forget to set it back to master when you plug it back into your computer.

Ok, what you can do is take ur hard disk and place it on other computer that works fine and make a backup. Then place the hard disk back on your computer and re-install Windows. Then just get all your important stuff on your disk again.

Note:
1. I recommend a professional to do it, or at least someone that has done it before or has practice.
2. If this problem happened because of a Virus or Viruses, then i wouldn't recommend you to do this since you can infect the other computer aswell.
