It is a program designed by sony to allow you to edit your themes, it will let you see it with a model display on any phone of your choice. You can create and edit your themes by changing the pictures [each section says which party it is, ex menu or right soft key]

Sony has themes right on their website, alot of them free. They will give you a preview of a few screens so that you know what it will look like.
