Relentless bogus collection calls?
We keep getting (like three times a day) phone calls to pay about $30 on an AT&T account we never had. Often they just hang up when I answer, but sometimes they will put me through to AT&T - which does little good since we don't have an account to look up.
A few times we have gotten through enough wait time, hold music, and other nonsense to be promised everything is fixed - only to have it start up all over again.
I suspect this is against some state law, but I can't find the right department in Pennsylvania.

Who is calling you? A collection agency or AT&T?
If its a collection agency, get their name and look up their address. Send them a cease and desist letter and validation of debt letter. Send this by registered mail with return reciept. After this, they can only contact you by mail.
If its AT&T, just call their 1800 customer service number and inquire about this. Could possibly be identity theft.

Next time they call, read the following statement:
Pursuant to PA.state law, this is to inform you that this phone call is being recorded. If you do not consent to being recorded, you need to terminate this call. Pursuant to PA state law, continuation of this phone call after officially being informed that it is being recorded implies consent to be recorded. This recording will be used to pursue Fair Debt Collection Practice Act violations in a court of law.
