scrollbars and framed webpages?

I have a website with 3 frames. 2 of them are stationary and will never move, but the third will. My layout is (minus all the attributes.. this is bare bones code):

<frameset rows="x,*">

<frame>

<frameset cols="*,x">

<frame>

<frame>

</frameset>

</frameset>

The first frame in the second frameset is on the bottom left of the page, and is the one that requires scrolling. The other two are on the top and the right and don't move.

The scrollbar appears out of place on the bottom left, so I was wondering if there is a way to put a scrollbar on the right side of the page that will scroll only that one frame.

    Nope. Scroll bars are generated when the browser has been triggered by overflow of content. The frame page that does this will cause the scroll bar. So with frames, you could have every frame page with a scroll bar unless you control overflow.

    properly i don't comprehend any codes or programming. I actually have a three button mouse with the middle scroll wheel. i carry administration and that i roll the wheel down at the same time as i carry administration. so click and carry administration and then roll all the way down to chop back and roll as much as zoom. yet differently is to improve your decision. whether that's at 1024x768 u can replace it to 1280x1024 in case you have a powerful card with that decision in reveal settings placed interior the superb click, properties on pc or on your administration panel.
