Update:

Cyber Valley is good for allowing me to re-use Monarchs. Running Light and Darkness Dragon (more) would cause me to have 10 tributes in this deck, way too much. Royal Decree isn't that good for my deck, because Trap Hole and Sakuretsu Armor protect my monsters and allow me to tribute them for Monarchs. Dust Tornado helps me eradicate Zombie World, which doesn't allow me to Tribute summon.

Update 2:

@ MaxPower: Will make the Wing Blast as well as the Bottomless switches, but I would run EC over BoM because EC counters monster destruction and can also work with Soul Exchange (So I can get effects and then tribute for Thestelos. Dust Tornado probably should enter my Sideboard, but I am really scared of Zombie World, which kills the point of my deck, so I'm not sure of that. I will try to add Mirror Force. Finally, I would like to keep Kuraz. Using Soul Exchange on him doesn't hurt, but the main reason is that I can shoot a card that isn't helping me at the moment to hurry into my Cyber Valleys, which provide great speed for my deck.

    The basic structure of the deck is fairly good, but I would suggest that you make these changes...

    - 3x Kuraz (TOTAL FAIL!!!)

    - 1x The Tricky (Cyber Dragon has no cost)

    - 2x Enemy Controller

    - 2x Dust Tornado (Side Deck)

    - 3x Trap Hole

    - 3x Sakuretsu Armor

    + 2x Caius the Shadow Monarch

    + 1x Raiza the Storm Monarch

    + 1x D.D. Crow

    + 1x Cyber Dragon

    + 2x Book of Moon

    + 3x Bottomless Trap Hole

    + 1x Mirror Force

    + 3x Phoenix Wing Wind Blast

    These changes will make your deck way better. Some of my changes are actually replacing cards with cards that do similar things just to a better extent so you can still use the cards that you have until you get them.

    For example...

    1. Book of Moon changes the monster face down so they do not get effects. Enemy controller also switches a monsters battle position but keeps if face up so effects can still be activated.

    2. Trap Hole stops your opponent from normal summoning and sends the monster to the graveyard, bottomless trap hole stops all summons including special and synchro summons and removes the monster from play making it much harder for your opponent to access.

    Like I said the cards are similar but will make your dekc that little bit better than what it is. What you have can still be used until you get the cards I've suggested.

    I would recommend dumping the Kuraz's for 2 more Caius and 1 Raiza.

    its ok i dont really know much bout this kinda deck but i would remove the fire monarch. and put like 2 more kuraz and 1 mobius. but i would remove ladd. i dont find it consistent enough and 1 more soul exchange.

    you should run ladd instead of cyber valley run 3 caius and 1 kuraz

    and put ur traps into 3 royal decree
