In most vehicle, a 12 Volt D.C. starter draws in the range of 200 amperes for that short starting duration.
To test it, you need the appropriate ampere meter connected in series (which is inline) with the battery to see the reading.
Why test its 'draw', if it turn/start. If it does not turn or is weak, test the battery first.
Very little goes wrong with a 'starter' other than "worn out carbon brushes''', after thousands& thousands of starting actions. The 'engagement drive' which is on the starter may go first, along with the 'starting solenoid'.
