There had been many attempts at building powered vehicles in the 18th and 19th century but they were mainly powered by steam. Modern cars use the internal combustion engine.

In 1862 Frenchman Lenoir built and designed an car powered by the first internal combustion (gas) engine that used the 4 stroke cycle invented by another Frenchman - de Rochas. It was limited to 100 rpm so probably could only travel at around 5 mph. The 4 stroke cycle was later copied and patented by a German - Otto.

It was electric in the early 1800s. By the early 1900s, the e-car was at 20mph tops.

Source(s): I owned a Commuta-Car in the 1980s, and became very familiar with it and its history.
