Who to contact or how to lodge a complaint about an elected sheriff in a small town?
Obviously, I can't do this in this town but I have names, dates and proof of wrongdoing. This sheriff knows I know what I know and my family and I are being harrassed by the police and even railroaded ino false charges. I acually fear for my safety or my freedom

Contact the State Police, State Attorney general and Possibly the FBI/Justice dept. If they can't help you, they'll be able to at least point you in the right direction. Good luck and take care

the real answer to this question will depend pretty extensively on state law, but i'll tell you what i think based on my experience in Michigan.
if you're talking about a sheriff of a village, city, etc., you should take your complaint to the County Sheriff's office. you SHOULD be able to depend upon them for professionalism and confidentiality.
if you are certain that you can't go the County Sheriff's office, your next stop is probably the State Police, then the Attorney General for your state.
for anyone to help you, though, you will eventually have to spell out your side of the issue. if you don't get to the point where you can trust SOMEONE, you will not be able to resolve this issue.

I take it your sheriff is an elected official? Try your state's Attorney General or in worse case, go to the Governor.

Contact your State Attorney General. He is the top law enforcement officer of the State, or if you live in a commonwealth, then your Commonwealth Attorney General.
