Nah, nothing for you or him to be worried about. Flaccid size means nothing and he's not finished developing. Some show more than other when flaccid. He doesn't have any problems.

No, it more likely than not just means he hasn't hit puberty, which is fine, he's just a late bloomer. If he wasn't erect, this doesn't mean he's small when erect. Some males can have a small flaccid penis and their erected penis is large. Don't worry, for he's still growing. He's probably already self conscious, so don't look or act like you notice. He'll grow in due time and just be there for him if he wants to talk. Puberty goes differently for each person. Hope this helps.

It's not like you could do anything about it anyway, and quite frankly, if you were to attempt to discuss this with him it is sure to make him uncomfortable and he'd probably wonder why you are checking out his junk!

It could simply be that he is a slow growth in his puberty stages. It will grow longer. There is something you can do for him--do not tease him because of his size. After all, you could be the one with only 1 inch.
