No, you'll stay over the indian ocean, unless there is a wind. And the wind won't take you anything like that far in 12 hours.

Other than local variations (wind), the air mass pretty moves with the surface of the earth, so your balloon stays pretty much over the same point on the earth. It's carried along by the air mass.

The earth is about 25000 miles around at the equator, and turns once per 24 hours, so the rotation at the equator amounts to a bit more than 1000 miles per hour. If you were thinking you would stay at the same point relative to the stars while the earth turned under you, that would only be possible if the air mass didn't move with the earth. That would be experienced by those on the ground as a wind of... a bit more than 1000 miles per hour at the equator, about 700 mph at the 45th parallel, less as you get closer to the poles.

Needless to say this doesn't happen. Good thing, land-based life would not exist in such winds (no plants as we know them would survive, so no food for animals, etc.). Marine life could still exist but launching a balloon in such conditions would be a bit of a problem.

If there were no wind, than yes because the earths rotation would bring the pacific ocean to you. Maybe you found a new way to travel!!
