BUP files are just backup files of the IFO files. If the DVD player cannot read information from the VIDEO_TS.IFO, it will attempt to get the required information from this backup file. This file is required to be present on a DVD-compliant disc.

.BUP doesn't contain any DVD video information. It's the VOB that's the video. Or did you really think a 2 hour movie could be only 100KBs in size (less than a 10 second MP3 file)?

You must convert VOB file, not BUP. Try converter TuneCab Ultra http://www.tunecab.com/includes/download.php
