Yes. During the day, the surplus of oxygen from photosynthesis meets the needs of the cells to oxidize carbohydrates for energy, so it appears that respiration is not going one. At night, when photosynthesis is not operating, plants take in atmospheric oxygen with which to oxidize carbohydrates, and the respiration can be measured.
Almost all earthly life must produce energy by cellular respiration, the oxidation of carbohydrates (and other substances) to yield ATP. This in turn is used to provide energy to other cell activities. Plants are no different from animals in this respect. The difference is that plants produce their own carbohydrates, and oxygen, part of the time, which animals cannot.

RE:
Do plant cells need to carry out cellular respiration? Explain.?

Of course. Plants use hydrocarbons in the air and convert them to chemical energy through complex organic processes. The byproduct is oxygen. The plant cells need to "breathe" in order to live.

yes they do, so they can make energy and use that to make food.
